Express Not Downloading past 20%

The video is over 20min long, but still should be able to handle it. Why won't Express download past 20%

Yes, the web version but yea.

my misread.  you're having a problem with a particular video, not with downloading the  adobe express app, correct?

I have made a Video with pictures and video for a graduation. It is about 20 min long so far and it won't download. Like as in when i am finished.
