How to achieve multiple page layouts in adobe express on ipad pro

I'm unable to see the tool bar that's available on a desktop on my iPad Pro so I can't figure out how to add a page..

Hi there, are you using the Adobe Express app or loading express.adobe.com in the web browser? Could you include a screenshot of what you're seeing?
