Image placeholders in templates

I am exploring how to expand this outside of marketing, sort of a brand marketplace if you will. Is it possible to make the bounding box for an image locked but the image itself replaceable?

No, there isn't. An image can be locked, at the layer level but to use the Replace image option, the layer needs to be unlocked.
