Hi, I’d like to know if I’m allowed to sell planner or stock painting assets from Adobe Stock on Etsy.

Hello! Here is the page of license terms for Adobe Stock, and there is a specific section for Adobe Express in there too. https://stock.adobe.com/uk/license-terms
As a rule of thumb you cannot sell items from Adobe Stock "as is", which means you have to combine items, make something different from what the original Stock contributor gave you, otherrwise you are simply reselling their proprietary work. Also, be aware of view or download limits.
