Shrinking Images Makes Them Pixelated

I am working on a collage that requires several images on one page. Scaling the photos down to fit makes them pixelated in a weird way. It isn't "blurry" as much as it distorts, adds grain, and weird. This didn't happen before the update, and it seems not all photos are as susceptible. Some photos in one collage look relatively fine, while others taken by the same device with the same resolution scaled to the same size look terrible. It is bewildering. Also, unusable. 

 

I have tried saving images as a different file format, reducing the size of the images, and increasing the size of the project in Express (even to max) and it does not change this effect. Whatishappening.png No matter what I try, if I "shrink" the image, I get this. The more I shrink, the worse it gets. 

 

Infuriatingly, if I download it as a PDF, it seems to work fine. I do not need a PDF. Converting a PDF to JPG, even with Max resolution (using Adobe software) produces a much better, but still unusable product.
