Since when are you experiencing this issue? Have you tried clearing the cache/cookies of the browser? Can you try logging out and then back in to check if that makes any difference?
I'd also recommend you check the requirements once here: https://helpx.adobe.com/express/system-requirements.html and see if everything is set up correctly.
