When converting a PDF in Hebrew into an editable doc - it comes out as gobbledygook

Hi! I'm trying to convert a PDF with Hebrew text into a editable doc like Word, or even rich text, but it comes out as gobbledegook - all numbers and symbols. Is there any known solution to this? Many thanks in advance. 🙏🏼

Thanks for your speedy response! Yes, I'm using Adobe Express. And I also have Adobe Acrobat on my computer. 🙏🏼
