有烧杯状态，但是不可以使用

在我每次刷新网页时申请按钮都会变为可试用状态的烧杯，但是等刷新完成又会变回之前的申请按钮，刷新过后烧杯会出现，但是不可以点击，点击无效果，不可以使用功能
