Images are poor quality

Generated backgrounds are poor quality and have what appears to be tiny dots that make up the image

Yes this does occur. It can be frustrating. 

In cases like this, press on the drop down menu: Edit. 
Press Generative Fill. Here you can clean up your image. 
Of course you can take the image in PhotoShop and really make a number of adjustments and changes.
