Thank you for your message. 

Are you looking on the Firefly home page? Text to vector is a feature in Illustrator (not the Firefly web site). There is a tile for it that appears [sometimes] on the Firefly home page, but that is just a pointer to this help article: Text to Vector Graphics.  

To use text to vector, you need to go into the Illustrator app. That help page explains the steps.

I wanted to circle back on this because just today, Adobe has released text to vector on the Firefly web site. With it, you can generate vector graphics without having to go into Illustrator.  You get to it the way I describe above, but rather than ending up on the Illustrator help page, it takes you to the Firefly text to vector generation page:
