Developer question about Firefly and Adobe Tech Partner Program

My company has an Adobe Silver Level technology partner subscription. We are a technology company who has a similar user base and audience to people who use Adobe products. We would like to allow our users who have an enterprise level Adobe license with Firefly access to use an integration we build between our software and Firefly by connecting their Firefly account to their account in our software. I found some information online about how I as a system admin need to use the admin console I have as part of the tech partner program to give access to the Firefly API for my developer on this project, but the documentation doesn't say how exactly to do it. I cannot figure it out. Is it actually possible to develop a Firefly integration as a tech partner? If so, how do you enable the API for the developer user in the admin console?
