Adobe Firefly says that it goes against user rules, but why? There are no offensive words, no questionable context, just that.

But I took a crack at it and here is a link to play with:
I changed your prompt, it is a bit confusing and this prompt and it's structure helps Firefly understand better:
A mechanical heart is on the left ; A mechanical brain is on the right; high-quality photo; isolated on black
I added high-quality photo ; isolated on black because I don't know what you are looking for and this is for demonstration purposes.
I also changed the brain to digital:
Look at the upper left and you will see a "structure reference" this controls the position of the two objects, doing this locks them in and helps with not wasting credits, trying to keep them separated. You can add your own image if you want, this is just a placeholder.
You can move the slider left or right, all the way right and it will make your generations more copies of that image. All the way left and you give it more room to vary from that image.

Also to get the correct placement on my first try, I created the following image, then placed it in the "structure reference" as a starting point.
Once I generated a good image of the heart & brain, I then used those as the new replacement "structure reference", because the squares would sometimes show up.
Just wanted to add that after the fact.
