Adobe Fonts not working for one user

I'm an administrator capable of assigning users to licences of Adobe Products. Today I have tried to assign a user a licence for Adobe Custom Fonts, but after getting the user to attempt to access it, it still comes up with the message "Permissions may be required" on the fonts tab. The user can access fonts.adobe.com, but when they attempt to install a font, it gives an error message saying it couldn't be installed.

Is the user logged in properly to both the Adobe Fonts web site and the Creative Cloud desktop app? It sounds like the logins aren't in sync.
