Can I use the LTC Broadway font in my competition billboard design? In the case of the winner, the billboard can be placed by the organizer at the festival, in the press, on the website.

Adobe fonts can be used in print (such as the festival, press) and for the website it would end up being a graphic so that's also a permitted use.

No, not if you are creating graphics or documents that have rasterized or properly embedded font data, such as a PDF, JPEG, or PNG."
