If you work for an agency and have Adobe Creative Cloud subscriptions and are working on a website for a client, can you use those fonts. Even though the download lisence would be reflected on my company's Adobe account not the client?

1. There is no download license.
2. You cannot make a site for a client using your own CC license. The client needs a CC license and to provide credentials.
Because of the high risk that the client may not continue the CC subscription reliably (staff changes, billing issues, many more...) I do not recommend using Adobe Fonts for a commercial or important web site; rather the design budget needs to include web font licenses. Adobe Fonts are great for prototyping though.
