Fonts Won't Activate on Illustrator - Troubleshooting Tips DON'T Work

I have no access to Adobe Fonts.  I open a document, and the missing fonts dialog shows.  I click to activate and they don't activate.  It spins and then stops eventually.

When I go through ALL of the troubleshooting on the help forum, it doesn't help.  I've done them... they don't work.

When I go online to activate the fonts, the message in my status bar says they are DE activated.  It's frustrating!

What is the fix for this???

Here's an example...

I just activated Gitan font.  This is the message I got.

No adobe fonts work for me now.

One more thing... I can't activate fonts in Creative Cloud or Illustrator.  It's the same problem regardless of where I activate them, how many times I log in and out or do all of the troubleshooting steps.  Nothing works.
