Is there a license where it’s possible to just get access to all Adobe fonts, not specifically Adobe software?

And is it possible to use the Adobe fonts within non-Adobe software like Pages, Keynote etc.?

Thanks!

You can't get Adobe Fonts as a standalone service, but you get Adobe Fonts with Adobe InCopy for the cheapest possible price (US $4.99/month). You don't have to use InCopy, just get that membership to gain access to Adobe Fonts.

To use Adobe Fonts you'll install the Creative Cloud app and sign into your account. You do not have to install any apps (like InCopy). You then activate any fonts you want and they are available for use in any app on your Mac or PC (not just Adobe apps).
