I'd like to use Warnock font on my personal web page. I'd prefer to host it on my side, CDN is less preferable.

How/Where should I buy it?

There is no Web Font license listed on Fontspring.

Adobe's Font licensing FAQ says I can use their fonts (including Warnock) on the web during Creative Cloud subscription (via CDN, without hosting), but I need a one time purchase, not a subscription.

I think you're making an assumption, which may be wrong, that all fonts are available for web font licensing. In the case of Adobe, they use their font offerings to promote Creative Cloud subscriptions, and many are not for sale at all (with any permanent license).
