CP is allowing modules to out of order

Our learning assignments have at least two modules - a reading assignment and then an associated quiz. Recently we have had several learners proceed to the quiz without completing the reading assignment. CP allows them to take the quiz to the point of scoring the quiz (Completion). Learners think they are done but when the complete the quiz portion the system is showing them "In-Progress".  It seems prior learners were NOT able to proceed to the quiz until they 1) clicked on the "Go to Activity URL" then, 2) Clicked the "I have completed the task" button. This is leading to multiple attempts on the learner's part, wasting time, before they contact an Administrator, who had to troubleshoot until we figured this out.

When you look at the Overview section of the Course editor, you should see an option to allow learners to take the modules in sequence or in any order they desire. It sounds like Unordered was selected at some point.
