My observation after enrolling new users using the CSV file, I noticed a question mark sign is added to some learners, and when I try editing those learners with the question mark sign, "user with given email or unique id is already present"
I was able to edit few ones but the majority pop up with that error when i click on save.
What's the way out?

I haven't been using Prime for very long, but whenever I have received that error, it was because I had different users using the same email address -- every user has to have a unique email address -- but your error might have a different cause than mine. Just thought I'd share in case it is helpful. Good luck. Hopefully a Prime expert will chime in.

Thanks for your response @hollywku
I have cross-checked, only one email per user as it's a CSV bulk upload which will reflect on the sheet if it's duplicated.
I Am trying to see if it's due to the spaces as suggested by a colleague.

Hi,
Thank you for contacting Adobe Captivate Prime Team.
The "?" you see for the user email may be due to an extra blank space added at the end of the email address in the CSV.
You should be able to edit them manually.
We can edit them using CSV only if the User Unique ID is enabled.
I would request you to contact our support team using the support channels in the link below. We can help you get this fixed ASAP.
