Why Are Courses with Virtual Classrooms Not Allowed in Learning Programs?

I found this following statement in the FAQs about Learning Programs.

"Only self paced and activity type of courses can be added to learning programs. Even in case of blended courses, only self paced and activity type of courses can be added. Manager nominated and manager approved courses do not appear during course selection in learning programs."

Can anyone explain why a course with that includes a Virtual Classroom or Classroom module is not allowed? It doesn't make sense to me why these would be excluded. I really want to make use of the Learning Program but this exclusion makes it impossible.
