Adobe Media Encoder - h.264 TS

I recently updated to the latest version of CC.  I have been using Adobe Media Encoder for years to export to h.264 Blu-Ray in a transport stream format.  When you select transport stream.  The only audio choice is Dolby Digital.  Since the 2018 CC update it appears Adobe has decided to take the Dolby Digital feature away and no longer allow this preset to work.  This is very frustrating.  When you attempt to use it you get the following error:

it appears that you must now purchase the Dolby Codec separately.  First, shame on you Adobe for sneaking this in.

My question is this:
Is there any way to chose a different Audio Codec for Transport Stream?  Or does h.264 only support Dolby Digital?   I had thought in the past it supported AAC.  Does anybody have a workaround for this?
