Can enhance resolution of video ?

I've searched for improving resolution regarding Media Encoder.

They said Media Encoder couldn't get a resolution beyond 4K. then, I thought a 1080p video can be converted to 4K.

However, Video quality seems to stay in 1K although i changed settings before encoding it.

Was i misunderstanding anything ? I couldn't get resolution higher than original ?

Of course, my monitor is 1080p but, a converted videos didn't show a best quality this monitor can express.
