Can I still use Media Encoder with One App plan

Hi,

I have recently switched to One App Plan on Adobe because I'm only using Premiere Pro. Will I be able to use Media Encoder with my current plan?

Yes, if the app is Premiere Pro or After Effects.  Adobe Media Encoder is included with Premiere Pro and After Effects..

The answer to your question is Yes. As @Peru Bob mentioned, Adobe Media Encoder comes complimentary with Adobe Premiere Pro and Adobe After Effects.
