Exporting an animation for vimeo

Upon uploading a video to vimeo I got a warning that said the video’s bit rate is only 2637 kbit/s and that the lowest recommended for a 720p H.264 video is 5000 kbit/s.

Regardless of what I set the "Target Bitrare" and "Maximum Bitrate" to I couldn't resolve the issue.

I don't know if makes a difference but the animation is vector based and it was created in After Effects.
