Jumping in the film

I recorded a movie in the software, and when I watched it, I noticed  to small leaps in the film, the picture blurred for a moment until it sharpened. I'd love to know what causes this problem?

i use media encoder, format: h.264 bitrate: 1.5 that all i know..
