I am currently using a iMac on macOS Big Sur 11.3

The path shared in the forum link is for Premiere Pro. Did you check if for AME?
Are you also using macOS 11.4?

I HAVE THE SAME PROBLEM AS EVERYONE ELSE, MEDIA ENCODER DOES NOT WANT TO EVEN START SINCE FEBRUARY OF THIS YEAR. YOU KEEP UPGRADING, --JUST UPGRADED TO 15.4 TONIGHT--BUT WHAT GOOD IS THIS UPGRADES IF YOU DON'T EVEN FIX THE PROBLEM --CAN'T EVEN GET THE PRODUCT TO WORK??? THEY SEEM MORE LIKE A DOWNGRADE IF IT STILL ISN'T WORKING.
