Proxies files generated by adobe media encoder don't play, not in premiere and not on computer.. Just a frozen frame. I have tried just about everything, following multiple different online tutorials, presets, ingest settings, etc. However, the proxy files generated can never be played inside or outside of premiere pro. The original files do play (4k Drone Footage H.265) fine... But lag in Premiere timeline. Hence, my attempt to create proxies.
Has anyone experienced this issue or discovered a solution to this?

Which Proxy preset are you using?
I highly encourage you to transocde your 1st generation original drone to a format that's good for editing like ProRes422 LT. Then use that as your Full Resotion footage from which you do all ediitng, including creating Proxy files that are 720 ProRes422 Proxy.
If you're running macOS, ProRes will play in the Finder and in Premiere Pro as well as other Adobe applications.
If you're running Windows, ProRes will not play in Exploerer, but will play in Premiere Pro as well as other Adobe applications.
