Why GPU not being used at all in rendering

I'm trying to render a 5.30 minute clip edited on Ae through Me; it's taking about 30 hours to render because CPU usage is 90-100%, GPU 1-2%.

 

Render settings:

H.264

60fps

VBR pass 1 is set to 40 mbps.

Footage is from YouTube in .webm

Even on parts that have effects like magic bullet looks, s_filmdamage, and turbulent displacement (the rest of the edit is simple with subtitles and an emoji png), GPU is not used. What's the use of GPU encoders and decorders when they're not used at all?

How can I increase render speed? Everything is set to CUDA renderer

my ame still uses igpu rather than gpu, do u think upgrading ae version will help?
