AME AAC target bitrate inconsistencies

We're on Mac platform running CC 2019. We are delivering commercial spots for distribution. The digital distribution network demands files with H.264 video compression and AAC audio at a very specific bitrate of 192Kbps. When we transcode our ProRes masters using AME we're never able to achieve that precise AAC bitrate- the file always comes out at something like 189.3Kbps. We also tried a 320Kbps export and it came out around 317Kbps. Those bitrates are reported by analyzing using ffmpeg, and also Media Inspector on MacOS. I'm not sure what inspection software the network is using but they bounce the files, telling us that they don't match their specs. If I use Squeeze to compress the same files they come out perfect. Ignoring the issue of whether or not the network genuinely can't use anything other than exactly 128Kbps, is there a reason AME cannot get these bitrates perfect? Is there another tool I should be using for analysis? We've tried VBR and CBR to no avail.
