h.264 Invalid Framesize/Framerate. 3840x3840 60fps

Hello I am trying to render a - .mp4 / h.264 - 360 video in stereo (3840x3840) at 60fps

I keep getting an "Invalid Framesize/rate for this level. Increase profile and level and try again"

A) Is there even a way to update your h.264 profile/level?

B) Any suggestions to make this render work?

C) h.265 works but GearVR and youtube won't accept them...?

That seems to be a limitation with h.264

I mean, even with the maximum level of 5.2 you can export in 3840×2160
