Trying to get exact hex code with MP4 export (picky client)

Hi there,

 

I'm exporting a graphic from After Effects (only has two colors) lossless.

I then bring it into Media Encoder and try to export with h.264 match source - high bitrate.

The background color comes out one hex code off.  

It can render 556455 or 556453 but not what my client wants 556454.
I'm assuming this is because h.264 only has a certain amount of color space to work in.
But I just want to make sure i'm not missing something before I tell my client it's not possible.
 
This is a large resolution background video that will play on a webpage.
