Do you see any error messages when trying to export using cellular data? Please share a screenshot of the error you see.
Also, a few more pieces of information will be helpful for further investigation:
1. The app version of Adobe Scan you use (go to Home-> Profile-> About Adobe Scan);
2. The OS [Android/iOS] of your device and its version;
