Hope you are doing well. Sorry for your experience with Adobe Scan.
From the screenshot, it looks like an issue with the internet service you are using. Would you mind switching the service and check if it works?
To do so, go to your phone's settings app-> Network-> switch from cellular data to WiFi or vice-versa.
If that does not work, please login to https://adobe.ly/3QfWilU and check the available storage space on your account to the bottom left of the screen to see if you have storage space available.
If not, remove unwanted files to get additional storage to save the files to cloud.
