Adobe needs Administrative privliges for some functions?

Hi, when using Adobe DC Pro (same with reader).  I find that the My Documents window is clickable but is completely blank.  The same is true when opening a .pdf and selecting the Fill+Sign tool.  That is, unless I run the application under a local administrator account.  Why is that?  What does it need access to to use these features?

I am using Adobe Acrobat DC 2018.009.20050.

I've discovered today that when I run the application as an local Administrator AcroCEF spawns four processes. When I run as a regular user AcroCEF only spawns 1 and doesn't open any additional processes as Fill&Sign is opened.

I read on these forums:

AcroCEF is detachable part of Acrobat. AcroCEF takes care of HTML based components of the application like(Send for signature, Send and Track, fill and sign, Document Cloud, etc).”

Something tells me the process needs the administrative credentials to run properly.  I'm wondering why that could be?
