Delegating signature with 2-way authentication?

My company is looking at implementing the 2-way authentication on Adobe Sign. Is it possible for a person (customer) who receives the contract to delegate it to another person in his company for signature, but I want this other (recipient) person to identify himself with a second authentification method (phone). In short, Is it possible to not only delegate it by putting in the email address but also the phone number, so the final signatoree must sign and verify by using a pin received on his phone.

You can replace a signer, not your recipient cannot. You can use passwords to identify users and they can either call or get texted the password,
