Number of available transactions decrease even with error in processing file

I recently tried to send a document for signature and DC eSign said there was an error processing the file. When I clicked back to the dashboard, the number of available transactions was reduced by one. The error message said to remove scripts and try again and another available transaction was used. Why do I lose available transactions when the file wasn't processed?
