Adobe XD is a prototyping tool. You cannot create any kind of application using Adobe XD.

What you can do is to export assets from Adobe XD when creating an application in an editor of your choice. Learn how to export production-ready assets from Adobe XD to PNG, SVG, JPG, and PDF files.There's also a plugin to export HTML and CSS that you could potentially use in your application.
