Converting old file to CC-library stalls and assets are not shared even though library is created?

We are working with an older design-file (our design system) and co-editing is enabled and document is shared with several users. 

We are now trying to convert it into a library but it takes forever. Now ongoing for 3 hours. And XD is still publishing. publishing stalling.png

If we cancel publising by closing XD (which is the only way) and then go back to libraries panel, then library is created?

If we then share this with several users (both as Can Edit and Can View) We can see the library is toggled on, but we do not have any assets available. Here should be a full color palette, 10+ character styles and 150+ components available.
