I have followed this article, Configuration error in Adobe Creative Cloud , and I reinstalled it a few times, and I am still getting the error.

I had a chat with an under paid Indian guy, so it is all good now. In the article it only covers half of the folders you need to give permissions to. This isn't what I pay all that money for. Thank though for trying to help.

rename your adobe pcd and slstore folders.
quit the cc desktop app. if you're not using the cc desktop app to install xd, do so - https://creative.adobe.com/products/creative-cloud
start the cc desktop app as admin (google your os and how to do this).
install xd using the cc desktop app.

doesn't matter. you're just making them easy to restore, if desired.
appending "_old" is a common suffix to append to file/folder names to make them easy to find and restore (or delete), if desired.

I am using windows, and it is saying "The action can't be completed because the folder or a file in it is open in another program" I looked through task manager and there is nothing from adobe. I could be missing something. And thanks for helping me.
