How to keep menu bar from scrolling

I realized the scrolling options is for the whole artboard, but it will scroll my menu bar too (as in this video). How can I keep my top and bottom menu bars from scrolling like this? I only want the middle grids to scroll.

Any help would be greatly appreciated!!! Thanks
