infinite time saving cloud document + proto publishing randomly stuck at 50 - 99% after today update

After today update i face some seriuos problems:
1. Some Documents start autosaving after opening them and this take infinite time. I even can't run prototype from app because saving overlay disables entire app (img 1)

2. from another documents "Publishing" stuck for infinite time randomly at 50 or 99% (img 2)

3. Around 10-15 min ago assets.adobe.com showed message "can't load something something list please visit this page later"

Can i roll back to prev XD version? i need all current project at work but i can't open them without auto-save or even worse publish prototypes.

At some point doc eventually got saved. But assets site, "publishing" and saving still stuck randomy both old document and clean new one.

1. My internet connection stable as always.

2. Closing CC with all dependencies and rebooting PC didn't help.

But i saw few times message about disconnecting from Creative Cloud while working from XD.

UPD: Newly created document appeared in cloud but without TEST layer. img (3)

Just installed Fresh Creative Cloud on secondary laptop and connected on different (Cellular) Network

1. Latest XD

2. Same CC Account

I can create new documents, i can publish prototype. But i can't access to cloud files even to list of thise files.

on primary Desktop i downgrade XD version. no effect:
i can access to my cloud files, but still can't publish prototypes (50%)

connected Primary Desktop to different (Cellular) Network

i can access to Cloud but still cant Publish Prototype (94%)
