Is it possible to make a scroll group be the parent of components?

I have a scroll group contaning a zebra stripe table where I have hover on the backgroud color of the rows but in inaddition it also does an image change. The way I have it setup it seems I make have messed up the order because image chanage does not work correctly within a scroll group. I can do it outside of it though. What am I missing?

Perhaps I di not exaplain clearly- I have does a lot already but I am having two problems: 1. the image is changing but it scrolls within the group and 2. The hover on the rows is not operating as it should where they do not go back to the default instange without removing focus from the table instead of the row only.
