Links are dead in Published Prototype?

All of the links work fine in preview mode but are dead (can't be clicked) in the published mode. Hovering over them doesn't even create the clickable mouse pointer. Trying to click on them makes all of the links highlight in blue but does nothing. I've tried unlinking (which isn't working) and making additional links. None of which worked. All of the other pages work fine, just the home page.

Can you provide us with access to your document? Get an "Access Restricted" when I try to access the file.

The entrance page works fine. If you click on the exclamation point icon that leads to the home page, that's where the issue occurs.
