Plug-in installation failed

Errno: 17

After testing, I found that the root reason is that Adobe generated an encrypted folder A (Let's call it A). And if you want to install plugin, you need to move it from folder A to folder B. 

The move failed because the A folder was encrypted. This in turn causes the plug-in installation to fail.

So how to solve it??????
