Hello.. does the new capabilities to record voice using the microphone along with video required MacOS 10.14.x Mojane? I’m on 10.13.6 and It’s not recording my voice at all. (Yes, I have check the option). Uninstalled XD & trash pref, reinstalling it. Restarting. Tried using the build in Microphone, tried using my headset. No sound recorded so far.

After the first time you checked the enable microphone box, did macOS ask permission to use your microphone? If it did, I would expect that it's working ok, but maybe you don't have the right microphone input set.
BTW, I didn't test under 10.13, I'm just describing what should happen.
No asked permissions fro OS. My microphone input set is correctly set, recording perfectly everywhere. Switching to my headset also.
Something must be wrong somewhere. It would not make any sense to limits that functionality to Mojave. I have ping a few folks at Adobe about it. It’s Saturday night. I won’t expect an answer rapidly.
I am on 10.13.4, and everything is working as expected. Have you tried testing your microphone with other applications on your computer?
Yes, and it’s working fine with all others app.
That is very strange, I must admit. Thanks for confirming. I am not sure as to what the problem could be because I am on an older version of Mac OS, and it is working for me.
I suggest getting in touch with our tech support team using this link Contact Customer Care for further investigation. They can look into your computer and figure anything that needs to be fixed. Do update this post after your issue has been resolved. It will help other users in a similar situation.
I have deinstalled XD, fix permissions on all files, reinstall XD. Still no sound recorded. I’m in a busy week... will contact Customer Care when time.
My build in microphone is working, proof is that if I have some voice trigger, I can trigger them using my voice, but still this is not recorded.

Finally got the Voice recording fixed and working the help of «Customer Care»!
It was a conflict with an extension with the Soundflower app. Even if the app was removed a while ago.
What was the fix? I'm having the same issue...

Hi, my Catalina is up to date, my XD is up to date, and still can't seem to record my voice when trying to preview an app in XD. I have enabled Mac preferences too. Still no luck. Frustrating.
I have also followed the above steps and am unable to record my voice during the screen recording. Please help!

Actually, it was not in XD but in Premiere Pro 2020
Anyway using your article on XD I found the solution in Premiere:
In the System Preference I used the Speech Recognition in the menu and click on Adobe Premiere Pro 2020 (it wasn't yet selected) and it works!
