Why i am unable to find XD in Creative Cloud Apps?

Adobe is actively hidding it as the product is in maintaince mode and will likely by EOL at some point. If you Creative Cloud App should include it, then you have to contect Adobe support so they can make it available to you.

As an educator, I still continue to incorporate both Adobe Xd and Figma into our curriculum. This decision is driven by the ongoing demand for Adobe Xd skills in the industry, and my commitment to maximizing my students’ job opportunities (I know, I am still surprised the industry still wants UX designers with Xd, it's the old skool businesses who don't like change I guess!)
On the first day of the course, I ensure that every student installs essential software like Photoshop and Illustrator. Additionally, I advise them to attempt installing Xd, despite a possible ‘under maintenance’ message. Typically, a 24-hour wait period ensues, after which they are able to successfully add Xd to their suite of tools on their personal computers. While the reason behind this brief delay remains unclear, the process is consistently effective.
There's this weird quirk with Adobe XD. When you try to download it, you'll go through the usual process. It's a bit odd because Adobe acknowledges that you've clicked the link (https://creativecloud.adobe.com/apps/all/desktop/pdp/xd), but it doesn't show up for download until about 24 hours later. Don't ask me why, it's just one of those things!
