Website for desktop completed, how do I go about doing the same website for mobile?

Good day,

 

I apologise in advance if this has been answered before and if the question is relevant to broader website design and not just XD.

 

I have now done my first desktop website and would now like to adjust it for mobile and tablets (I read an article explaining that it's best to start with mobile and work to bigger, but that ship has sailed and I'll do so next time).

 

Now my question; should I start a new document/artboard (or however it's called) for mobile and then tablet and then copy and resize my elements from the desktop artboards? And then supply 3 separate prototypes to the developer (one for desktop, one for mobile and one for tablet)? Or is there a way to keep it all in one file? 

 

If this is not articulate enough, please let me know and I will try to rephrase and give more info.
