XD 44 : Issue with publishing library, publish icon is disabled.

I have tried multiple times to publish a library, publish icon is always being disabled in my XD

Sorry to hear about the trouble. Could you please try to publish the library by following the steps shared here https://helpx.adobe.com/xd/help/work-with-creative-cloud-libraries-xd.html and in case if this doesn't help, please share a few more details like:

1. The version of XD & OS.
2. Is this happening with a specific file or multiple files?
3. Please share a small video of the workflow on a new file.

I'm facing this same issue. Unable to publish the library and even lost the one that was publish. It's been a blocker to my team with critical works that were in progress. I have followed the steps given above but they seem very irrlilavent for this issue.
