XD Service are not enable.. Why?

have Adobe XD installed and I'm a single owner to my pc and the administrator but everytime I tried to do a mobile preview move your files to Creative Cloud I get the error

"Mobile Preview is only supported when XD services are enable"

Your IT administrator has disabled access to XD services. Please contact your IT administrator to update your access.

Well I don't know what to do I have searched on for solution and no one seems to be having this issue as there is no adequate solution for this ..  what did I do wrong and how to fix this? I have all full permissions on my laptop folder and subfolder.. Please help

Thank you for your response much appreciated. I have finally reinstalled my OS and everything seems working perfect now, I guess previous OS corrupted my administrative privileges... But now it's been reinstalled.

As you have mentioned that some services are disabled, I would request you to get in touch with your IT administrator and ask them to enable the services. I am not on any domain... I have no IT administrator, I'm the owner of my own pc running windows 10 enterprise edition 64bit, since I downloaded XD and want to use the preview on mobile feature I couldn't move my files keep getting the error, I'm 24hours from reloading the OS hoping something went wrong, I logged on my pc as the owner knowing that I'm the administrator.. Why is the error coming from I don't know

Oh by the way thanks for your response I appreciate, but I'm still stuck at the error I can't use the mobile preview feature.. What should I do?
